Billing Questions
A: RCSD’s (“the District”) monthly bills include water and sewer usage charges. The District also collects for the water base and sewer base fees, and for street lighting via the Kern County Tax Rolls. Although the District’s charter doesn’t include the management of street lights, the District collects the money to pay the community streetlight bill and forwards it to Southern California Edison.
Water and sewer usage, measured in units of one hundred cubic feet (HCF) is measured and collected monthly through the statement mailed to you at the beginning of each month. The amount charged for usage changes each month depending on how much water actually flows through the water meter.
A: Usage rates (see below) are charged monthly and appear on your monthly RCSD bills.

A: Base rates cover the infrastructure costs associated with delivering you clean drinking water and disposing of your sewage. These costs include system maintenance, equipment, facilities, customer service, administrative costs, and personnel. Base rates do not vary from month to month and are collected with your property taxes.
A: Water usage rates cover the actual costs of purchasing and delivering clean drinking water and conveying and treating sewer. These rates are charged in units of one hundred cubic feet (HCF) and are based on how much water flows through your water meter.
A: RCSD determines the quantity of wastewater discharged into the sewer system by examining the monthly water use of residential customers from December through March of the prior fiscal year. RCSD identifies the two lowest months of water usage and averages the usage for those two months. Because these months are normally the wettest months for the region, resulting in less outdoor irrigation, they are the best reflection of the amount of water being returned to the sewer by residential customers. The HCF Charge component of the rate structure is then determined on the basis of each individual residential customer’s water usage during those two months.
A: The billing cycle is roughly one month but can range from 25 to 35 days.
A: The bill is due upon receipt. Accounts are considered delinquent if unpaid by the 10th day of the month and a 10% penalty will be assessed on any unpaid balance on the 20th day of the month.
A: Yes, 10% of the past due balance on accounts that have not been paid by the 20th day of the month.
A: A Misc. fee can consist of a door tag fee, admin fee, disconnection fee, nsf fee, meter tampering fee, broken lock fee, etc.

A: Leaks that occur on the property owner’s side of the water meter are the responsibility of the property owner. RCSD is unable to waive any water usage charges for water that runs through the meter.

RCSD Web Pay Hel.pdfA: Only property owners can open service accounts with RCSD. New accounts will require a refundable deposit be paid. If the property is occupied by someone other than the owner, a courtesy copy of the monthly bill can be requested for occupants.
A: Water meters, in general, are located on the street side or the front side of the house. Although the meter is located on your property, it must be accessible to the District at all times.
A: Make sure that all the water is turned off in and out of your house and check your water meter (see above) to see if the small red dial is spinning. If it is spinning with all water turned off in and out of your house, you likely have a leak.
A: The water pressure regulator is used in commercial and residential applications to reduce incoming water pressure for protection of plumbing system components and to reduce water consumption. Sometimes, however, the water pressure regulator can develop problems, which some plumbers describe as it going bad. Often, the repair will require a new regulator.
A: Each meter in the district has an angle stop valve or meter stop valve located inside the water meter box. This valve is used by the district to turn off the water service. Most houses have an additional water shut off or customer service valve somewhere near the house or business. The location of this valve varies and the district is not responsible for locating the valve.
A: The deposit is refunded within 60 days of an account being closed.
