Service may only be established by the property owner. Service will be established once we receive a completed and signed application and the required documents/fees are paid.

Service Applications received prior to 3:30 P.M. will be processed the same business day. Service Applications received after 3:30 P.M. will be processed on the next business day. Please attach proper documentation to prevent delays.
Rules and Regulations are as follows:
Customers who request activation of service shall be responsible for damage resulting from such activation due to open or faulty piping and/or fixtures on the customer's property.
Policy regarding liens for unpaid charges:
In accordance with California Government Code section 61115, RCSD has the power to prescribe and collect charges for any services or facilities rendered by the District. The District may place a lien against the property to which services were provided. If a lien is filed, a fee of Sixty Dollars ($60.00) shall be charged for the processing and recordation of each lien.
Recurring Payments
To apply for AutoPay, you can sign up for recurring payments in the payment portal. You must notify us in writing if you would like to discontinue AutoPay.
